Level of Effort (LOE) in project management is any support-type activity that must be performed to support project work activities. LOE activities don't create a deliverable. For example, communicating with a stakeholder to relay important project updates is a Level of Effort activity. It does not create a deliverable, but interfacing with stakeholders to create the deliverable itself.
